4.11.1. [Major] Some BuiltinTopicKey_t’s functions did not work properly

The following APIs in BuiltinTopicKey_t class always returned true instead of the correct return value:

• is_unkeyed_reader

• is_unkeyed_writer

• is_participant

• is_user_entity

• is_builtin_entity

• is_vendor_entity

• is_vendor_builtin_entity

Now they return the correct return value.
