4.18.1. [Critical] Possible hang in TCP transport when failing to send a message

When the TCP transport failed to send a message, it was possible for the transport to incorrectly hang after printing a log message containing the following text:

ERROR NDDS_Transport_TCPv4_Connection_blockingWrite:send failed
