4.7.1. [Major] Inefficient O(n^2) reader-side performance when creating multiple TopicQueries simultaneously

There were several O(n^2) code paths that were executed when a DataReader with multiple outstanding TopicQueries received data. This has been resolved—the algorithms have been rewritten to O(n) complexity.
