8.3.7.1. [Minor] Incorrect NETIO_CONFIG_ENABLE_MULTICAST definition when compiled from source code

If the Connext Micro source code was built without CMake and the provided toolchain files from RTI, the C preprocessor flag NETIO_CONFIG_ENABLE_MULTICAST was not defined correctly.
