10.4.7.1. [Major] Possible failure to deliver samples when prior samples were filtered

Connext Micro sometimes failed to deliver samples to a DataReader if the last processed sample was filtered, either by a configured ContentFilterQos or by a registered listener callback. This issue only occurred when a DataWriter stopped writing samples and a filtered sample was received out-of-order.
