Sentinel that selects a particular ToString() overload of a QoS object.

For Entity QoS classes, such as DomainParticipantQos QosPrintAll.Value is a sentinel that select the ToString() overload that prints the entire QoS object (DomainParticipantQos.ToString(QosPrintAll, QosPrintFormat)).
