This values resolves to the following:

• dds::core::policy::History::depth if the history kind is dds::core::policy::HistoryKind::KEEP_LAST.
• dds::core::policy::ResourceLimits::max_samples_per_instance in the dds::core::policy::ResourceLimits if the history kind is dds::core::policy::HistoryKind::KEEP_ALL.
