Compares two DDS_TopicQos for equality.

Parameters
self<<in>> This TopicQos.
other<<in>> The other TopicQos to be compared with this TopicQos
Returns
DDS_BOOLEAN_TRUE if the two Qos objects are equal or DDS_BOOLEAN_FALSE otherwise.
