Missing Messages when oversee large topics

Hi,

       i have 51 programs(including more than 800 topics, more than 3000 datawriters and datareaders) running on 11 computers.

       i have another 3 programs(including more than 100 topics) running on another 3 computers to keep watch over the datas between the 11 computers.

       i found an interesting thing that when i start the 3 programs together, only the first start program can get datas,the other 2 get nothing.

      if i start the 3 programs one by one, all they can get datas, i don't know why.

      if i start the 3 programs before start the 51 programs, they get nothing too.
