only can file  api with  data-type

Sorry, I don't understand what you're asking about in your post.

What do you mean by "out type file"?

What builtin topic do you want to access?  Typically you do not subscribe to a builtin Topic.  The DomainParticipant is already subscribing to the builtin Topics.
